This is fire-stopping that was added in a large building that was over 40 years old. It was necessary to seal the point at the ceiling and walls where pipes and conduit passed through from floor to floor. This particular building had 5 floors with utility rooms at the rear as well as the front of the building. Each of these utility rooms were fire-stopped. The dark red that you see is the rubber-like fire-stop caulking material itself. More on fire-stopping below
